PURPOSE OF THE ROLE:

Keeping our communal areas clean and green is a priority in Hounslow. The Bulk Driver plays a key part in this objective and is responsible for ensuring our estates and communal areas are promptly removed of bulky waste.

KEY ACCOUNTABILITIES

Corporate

  • Work effectively as part of the Resident Services team, delivering corporate objectives through the work of the department.
  • Demonstrate and ensure high standards and probity with Council policy.
  • Form robust and effective working relationships with stakeholders across the Council and in partner organisations.
  • Work corporately and in line with overall Council objectives to enable the breaking down of departmental barriers and the delivery of the Council's improvement agenda
  • To oppose and where possible eradicate all forms of discrimination, making a positive contribution to managing diversity, both as an employer and service provider
  • To promote a philosophy of putting customer needs first at every opportunity and to put in place management arrangements to action this.
  • To work with stakeholders, residents and the voluntary sector in improving service delivery and promoting creative and innovative ways of tackling local problems ensuring services are developed which meet the needs of our ethnically diverse community and are accessible to all users.
  • To ensure all Health and Safety standards are met in line with council policy.

Functional

  • To respond to call outs for identifying bulk waste and patrolling collection sites
  • To report any evidence of origin of bulk refuse
  • To regularly monitor hotspots and work with Housing Officers and Estate Enforcement Officers to identify perpetrators.
  • To deliver stores and equipment to site as directed by Team leader
  • To carry out Caretaking, handyperson and cleaning tasks in accordance with given guidelines, including the following:
  • Cleaning and removal of litter and rubbish from all internal communal areas, eg: lifts, floors, stairways.
  • Cleaning, litter picking, rubbish removal, etc from all external areas.
  • Cleaning of refuse rooms, areas and chute rooms, cleaning and moving paladin bins as required.
  • Unblocking and cleaning of chutes.
  • Reporting/carrying out repairs in line with requirements
  • To carry out checks on all internal and external communal areas and void properties, with reference to the welfare and health and safety of the residents.
  • Take responsibility for reporting vandalism, ASB, communal repairs, grounds maintenance, refuse collection and other environmental issues. To take the lead on coordinating issues on the patch to ensure environment is managed to high standards.
  • To deliver letters and leaflets to residents, and stores to departmental or other premises as required.
  • To ensure that all stores and equipment are accounted for, safely and securely stored and regularly check all equipment in use.
  • To drive vehicles and to regularly check the vehicles in accordance with health and safety guidelines and the Road Traffic Acts.
  • To operate equipment within health and safety guidelines and manufacturer's instructions, and to keep equipment clean, tidy and maintained for operational use. Carry out Fire Risk assessments on Blocks in designated patch
  • To maintain record and logs as required. To provide written details of incidents where requested.
  • Perform minor repairs, carrying out minor communal repairs such as changing light bulbs, removing glass, fencing and similar make safe and secure items.
  • Operate grounds maintenance machinery as required to assist with maintaining the pathways and hard surfaces including restricting weed growth and removing graffiti where encountered
  • Participate in regular estate monitoring meetings and be proactive in ensuring that communal repairs, anti-social behaviour, abandoned vehicles, fly tipping/bulk rubbish are reported and removed and completed within target.
  • Act as a representative of the council by signposting residents to the appropriate department when they make enquiries.

Measured deliverables include:

  • High levels of customer satisfaction
  • Cleanliness standards of the blocks are high
  • Communal areas are free from obstruction
  • Duties planned ensuring maximum time efficiency
  • Quality inspections
